For work and for fun, I have visited Oslo, Copenhagen, and Stockholm this summer. In each place, I have had trouble finding a reservation at a nice hotel. Maybe it was due to short notice, but I was wondering if anyone else has had this problem and what they have found to be a good solution.

What you are seeing is not limited to those cities. Most hotels in Europe are completely booked during July and August. There are a number of factors contributing to this phenomenon. For one, most Eurpoeans take their vacation during this time of year. Secondly, most European cities, including the ones you mention, have zoning restrictions that make it difficult for hi-rise hotels to get built. I don't want to generalize, but my belief is that the local governments very much prefer it this way as it provides a lot of business for the smaller independent hotels that are unique to the cities.
Anytime you plan on staying somewhere well above average during July or August in Europe, you'll almost always have to book before February to secure a reservation. Some hotels and villas even have standing annual reservations for families and couples that stay for specific weeks every year.

I always have the same problem. My job makes it such that I am unable to plan far enough in advance to secure the good reservations at the right places in Europe during the summer. Inevitably I find myself traveling elsewhere that time of the year to avoid it all.
